The article shows the role of the health risks in addressing systemic problems of urbanized areas. Examined foreign and Russian experience in risk management, as well as noted the existing problems of the active implementation in the Russian practice. Development of complex projects of sanitary protection zones in Yaroslavl based on a methodology for assessing the health risks from air pollution identified new opportunities to optimize environmental costs and improve the quality of environmental management. Shows a practical example of the use of risk-based approach in the management of urbanized territories on an example of the major industrial zones in Yaroslavl.
